I wasn't sure that there _was_ a way to force renegotication (the
network is master, the MS is slave).
So I just re-read the GSM 04.08 (well, the relevant section, not all
of it :) and apparently key_seq = 0x7 is a special value saying 'No
key available' so that should work.
