'normally' it does not happen, i.e. for regular voice / sms operation. But
there is no guarantee for that.
However, I believe in the context of RRLP or other LCS related procedures, they
may very well happen.
It is our experience that not even all BTSs on the network side support LAPDm
fragmentation/reassembly - so it may be safe to assume that it is not any
different for phones.
