GPRS decode tutorial

Hey,

osmocom has changed a bit, layer23 has been replaced by ccch_scan, the
easiest way would be to open the patch file and patch those files manually,
most of the changes will fit if you look for those rows, as I said, patch
app_ccch_scan instead of layer23 and you should be fine.
