GSM clock and phones

Ok, I understand.
That means that if I have a bts with clock source that has an offset
of around 200 Hz from 10MHz of field BTS (like usrp N120 with its
bundled  OCXO), I CAN camp to that, and I have more chances to do so
if I start from a switched off phone?
