Location update problems on Motorola C118

Also, fyi:

1. The phone works OK on the stock firmware.
2. I was able to successfuly make calls and send sms with osmocombb on
this particular phone during haxogreen.lu in Luxemburg in August 2012.
I don't remember which network I used then.
