MDL-Error in case of OsmocomBB+OpenBTS

It is something I experienced recently as well and created this[1] to
improve the warning. In case of the osmo-bts this error was triggered
by a wrong filling frame[2]. Make sure that OpenBTS is sending it as
a command and not as a response.
